한국의 빠른 성장 비결을 설명할 때 기존의 연구는 주로 한국의 높은 교육열, 유교문화, 재벌, 정부정책 등에 초점을 맞추었다. 동양적인 요소들을 강조한 이러한 연구들은 한국 성장비결의 일부분을 설명할 수 있지만, 근본적인 원인을 설명하는데 한계가 있다. 예를 들면, 한국의 성장비결로 자주 언급되는 유교문화는 교육열, 정부의 강한 리더십 등 경제성장에 긍정적인 영향을 미친 요소들의 중요성을 강조하지만, 다른 한편으로 유교는 근본적으로 현상 유지(특히 현존의 사회권력 관계 유지)를 주창하는 사상으로서 비효율적인 관료주의 체제, 상공업 경시 등 자본주의를 기반으로 하는 경제발전 환경에 상반되는 요소들도 꽤 있다. 따라서, 한국의 성장비결을 단순히 어떤 자원 혹은 문화를 소유했는가로 보기보다는, 이 자원과 문화가 어떻게 배치되고 결합될 때 생산성이 증가되는지를 설명할 수 있어야 한다.
2016년 5월 옥스포드 대학출판사에서 출간된 The Strategy for Korea’s Economic Success는 이러한 맥락에서 더욱 효율적이고 포괄적인 시각으로 한국의 성장전략을 제시하였다. 한국의 과거, 현재 및 미래를 새로운 시각으로 통찰하면서 경제와 문화발전 전략의 새로운 패러다임을 탄탄한 이론과 풍성한 예시를 담아 수록하고 있다. 이 책은 한국이 50년이라는 짧은 기간 내에 기적 같은 성장을 이루어낸 비결을 설명하는 이론적 틀로 ABCD 모델을 소개하고 있다. 구체적으로 이 모델은 민첩성(Agility), 벤치마킹(Benchmarking), 융합(Convergence), 전념(Dedication) 등 4가지 요소로 구성되었고, 각각의 요소는 2개의 하위요소들로 이루어졌다. 즉, 민첩성은 속도(speed)와 정확성(precision), 벤치마킹은 학습(learning)과 현실적 최선(best practice), 융합은 혼합(mixing)과 시너지 창출(synergy-creation), 그리고 전념은 성실(diligence)과 목적 지향성(goal-orientation)으로 설명된다(그림 1 참조).
궁극적으로 국가발전은 위의 4개 기본요소와 8개 하위요소에서 모두 경쟁우위를 갖추었을 때 전체적인 경쟁력이 높아진다. 반면, 일부 요소가 열위에 있어 균형을 잃으면, 다른 우위요소들도 안정성을 잃게 되어 종합적인 경쟁력에 부정적으로 작용할 수 있다. 예를 들면, 민첩성의 경우 정확성보다 속도만 너무 강조되면 불량률이 증가한다. 벤치마킹의 경우도, 현실적으로 가장 잘 상용화된 기술을 간과한 채 자신만의 블루오션에 너무 집중하면 실패의 가능성이 높다. 융합 측면에서도, 부문간의 시너지 효과를 무시한 무분별한 다각화는 높은 비용을 초래한다. 마지막으로 올바른 목적지향성 없이 무조건 열심히만 한다면 자원분배의 효율성이 저하된다.
이 책은 또한 경쟁력 창출의 출발점을 비교열위로 보고 있으며, 이를 국제화를 통해서 해결한다는 새로운 관점을 제시하고 있다. 기존의 서양식 국제경제학은 절대우위, 비교우위, 그리고 경쟁우위의 관점으로 경쟁력을 설명하였다. 그러나, 상대적으로 여러부분에서 열위를 가진 한국은 국제화를 통해 부족한 천연자원, 협소한 국내시장, 취약한 기술력 등의 비교열위를 극복하며 성장했다. 구체적으로 국제화를 통해 민첩하고 정확하게 세계시장의 표준을 학습하면서 빠르게 성장해갔다. 또한 국제화 추진 과정에서 보유한 유무형 자원과 역량을 기존의 것들과 융합 시키면서 새로운 우위를 창출해 냈다. 물론 그 바탕에 정부와 기업들은 경제성장을 반드시 이루겠다는 신념이 있어, 이를 기반으로 해외시장을 넓혀나갔다. 따라서, ABCD의 4가지 전략적 요소는 한국의 국제화 과정에 있어서도 경쟁력을 높이는 효과적인 방법론이었다.
이 책은 총 4개의 부분(Part)과 12개의 장(chapter)으로 구성되었으며 과거 한국의 빠른 성장 요인을 체계적으로 분석하였을 뿐만 아니라, 현재 당면하고 있는 핵심 문제점들을 해결하고, 미래의 지속적 성장을 이루는데 필요한 올바른 시각과 전략적 방향도 제시하였다. 이 책은 또한 경제경영 분야와 더불어 문화, 스포츠, 사회 등 다양한 분야의 성공 사례들도 다루고 있다. 예를 들면, Part 1의 1장에서는 유교문화와 한국의 교육경쟁력의 관계를 보여주고 있고, 2장과 3장에서는 정부와 기업 경영자들의 리더십을 다루면서 국가와 기업의 사상에 내포된 문화코드를 생산성과 연결시켜 경영학적으로 풀이하였다.
Part 2를 이루는 4-6장은 다양한 사례들을 통해 ABCD 모델을 설명하고 있다. 특히 한국의 세계적인 문화 아이콘으로 등장하고 있는 한류는 소비재 수출, 외국인 관광객 방문, 외국인직접투자 유치 등을 통해 지대한 경제적 효과를 창출하고 있다. 한류는 단순히 음악, 영화, 드라마 등 문화분야를 넘어 이제는 비즈니스 혁신으로 확장되고 있다는 맥락에서 4장은 한류를 비롯하여, 스포츠, 한식 등을 포함한 한국의 문화경쟁력을 ABCD 모델을 통해 설명하고 있다. 5장은 ABCD 모델의 이론적 토대를, 6장은 구체적인 기업사례들을 설명하면서 새로운 분석의 틀로서의 중요성을 증명하고 있다. Part 3에서 7장과 8장은 국제화를 심층적으로 다루면서 국제화에 대한 오해와 역할을 바로 잡고 한국과 같이 자원빈국인 국가가 취해야 할 전략을 제시하고 있다. 9장에서는 경제활동을 지배하는 가치관 등 보다 넓은 의미에서 문화의 역할을 다뤘다. 구체적으로 국제화에 대한 올바른 인식을 수립하고 더 생산적인 경제적 문화를 형성할 수 있는 시각을 제시하고 있다. 끝으로 Part 4, 10-12장은 고령화, 취약한 사회 안전망, 빠르게 추격하고 있는 중국 등 한국이 당면하고 있는 현재와 미래의 문제점들을 해결하기 위해 필요한 시각과 전략을 설명하면서 미래 한국의 지속적인 성장을 위한 방법들을 제시하고 있다.
이 책에서 분석하고 있는 모든 영역은 그 시대의 정서와 문화를 정확하게 간파해야 한다는 가설에 근거하고 있다. 비단 문화와 직접 관련된 분야뿐 아니라, 기업경영과 국가발전 관련 연구도 그 사회의 변화하고 있는 문화적 요소 및 이들이 미치는 영향을 통찰할 수 있어야 하기 때문이다. 즉, ABCD 모델은 경제발전의 근본적인 원동력을 체계적으로 분석하기 위해 개발한 전략모델이지만, 정치, 사회, 문화 등 다양한 분야의 연구에도 깊은 관련성이 있다. 따라서 이 모델의 활용도를 더욱 높이는 연구가 지속되어야 할 것이다. 끝으로 이 책이 과거의 한국과 같은 개발도상국뿐만 아니라 현재의 한국처럼 새로운 성장 돌파구를 모색하는 중진 및 선진 국가들에게도 중요한 지침이 될 수 있을 것으로 기대한다.
A new perspective on the secrets behind Korea’s growth

To explain the key contributors to Korea’s rapid growth, most of the previous studies have emphasized the importance of Korea’s high educational zeal, Confucian culture, conglomerates and government policies. Such factors can explain Korea’s growth to some extent, but they have limits in explaining more fundamental causes. For example, Confucian culture has often been referred to as one of the key contributors to Korea’s growth because of its positive influences on educational zeal and strong leadership of government. However, Confucianism also emphasizes the maintenance of status quo (particularly the present power relations) and has many contradictory factors for economic growth based on capitalism, such as an inefficient bureaucratic system and a deeply rooted disrespect towards manufacturing and commercial activities. Therefore, the secrets behind Korea’s growth should not be sought from the analysis of naturally inherited resources or distinctive cultural factors of Korea, but from how those resources and cultural factors were arranged and combined in a strategic way to increase productivity.
In this context, The Strategy for Korea’s Economic Success, published by Oxford University Press in May 2016, provides more effective and comprehensive views of Korea’s growth strategy. This book gives insights into Korea’s past, present and future from a new perspective and describes a new paradigm for economic and cultural growth with a complete theory and many practical examples. Specifically, this book introduces the ABCD model, to explain the secrets behind Korea’s rapid growth within 50 years. This model consists of four factors - Agility, Benchmarking, Convergence and Dedication, and each factor has two sub-factors, thus a total of eight sub-factors (see Figure 1).
Ultimately, the overall national competitiveness is enhanced when a nation has a competitive edge over all of the 4 factors and 8 sub-factors. On the other hand, when some elements are weak, other strong elements will lose stability and this imbalance will negatively influence the overall competitiveness. Regarding agility, for example, the defect rate of products increases if a firm emphasizes only speed factor regardless of precision. A firm is also likely to fail, if there is an excessive focus on disruptive innovation, while successfully commercialized technologies in the market—the current best practices—are neglected. In the case of convergence, diversification without the consideration of synergies among business sectors within the firm will result in high coordination costs. Lastly, the efficiency of resource allocation will decrease when only high level of diligence is present without appropriate goal-orientation.
This book considers comparative disadvantage as a starting point for understanding competitiveness and suggests a new perspective that globalization can overcome the disadvantages of nations by increasing the scope of strategic choices. Previous Western international economics explains competitiveness from the views of absolute advantage, comparative advantage and competitive advantage. Korea was inferior in many respects, but overcame those disadvantages such as a lack of resources, limited domestic market and deficiencies in technology, and achieved growth through globalization. Specifically, Korea grew very fast by quick and precise learning of global standards. In addition, Korea created new advantages by combining new competencies obtained externally with traditional ones developed internally. Government and companies expanded overseas markets based on their strong belief that they would not survive and achieve sustainable growth without globalization. As a result, the four strategic factors of the ABCDs were well-demonstrated as effective methods for enhancing competitiveness in the process of Korea’s globalization.
Consisting of 4 parts and 12 chapters, this book provides a systematic analysis on the factors of Korea’s rapid growth and suggests solutions for current problems and strategic guidelines for sustainable growth in the future. In addition to economic and business fields, this book also deals with Korea’s success stories in culture, sports, society and other fields. For example, the relationship between Confucian culture and Korea’s competitiveness in education is described in Chapter 1 of Part 1. Chapters 2 and 3 explain the leadership of government and business executives, and interpret the culture code involved in national and business philosophies in connection with productivity from the perspective of business administration.
Chapters 4-6 of Part 2 explain the ABCD model through a variety of examples of both Korea and other countries. In particular, the Korean Wave or Hallyu, which is internationally recognized as a Korean cultural icon, is creating significant economic impacts through consumer goods export, foreign tourist visits and foreign investment attraction. Yet, Hallyu goes far beyond culture and its related fields, expanding to business innovation. In this regard, Chapter 4 explains Korea’s cultural competitiveness including Hallyu, sports and Korean food with the ABCD model. Chapter 5 explains the theoretical basis of the ABCD model and Chapter 6 explains specific examples of companies to prove the importance of the ABCD model as an analytical framework.
In Part 3, Chapters 7 and 8 provide in-depth analysis on globalization to correct the prevalent misunderstandings regarding globalization and its effect, and present global strategies required for resource-poor countries like Korea. Chapter 9 deals with the role of culture, in a broader sense, which significantly affects economic activities. Specifically, the chapter seeks to promote a fair understanding of globalization and a more productive economic culture. In Part 4, Chapters 10-12 explain views and strategies for solving Korea’s current and potential future problems (e.g., aging, underdeveloped sociopolitical system and China’s rapid catch-up), and provide strategic guidelines for Korea’s sustainable growth.
All of the analysis in this book is based on the hypothesis that culture and dominating values of the era should be accurately understood, because studies on business and national development, as well as the areas directly related to culture, require insights into the changing cultural factors and their impacts. The ABCD model is originally designed to analyze fundamental forces for Korea’s economic development, but it is also closely related to studies in politics, society, culture and various other fields. Further research in other areas of non-economic and business thus needs to be conducted to increase the general applicability of this model. I hope this book will be a useful guide not only for developing countries like Korea in the past, but also for mid-level and advanced countries looking for a new breakthrough for growth like Korea at present.
