몇 일전 한국학 동아리 모임 때 학생들에게 한국학 동아리에 가입한 이유에 대해 질문한 적이 있다. 중학교 2학년 여학생 예베리나는 “자기는 한국문화가 좋아서 가입했고, 대학도 한국어과에 입학 할 것이며, 대학 졸업 이후에도 한국과 관련된 직업을 가질 것이고, 죽을 때까지 한국과 관련 된 일을 하겠다.”고 말했다. 필자는 1994년 모스크바에 와서 한국어 교육을 시작했다. 러시아연방은 지형적으로 중앙의 우랄산맥이 동서양을 분할하고 있는데 2005년 이전에는 우랄산맥 동편에는 한국어와 한국문화가 영향을 미쳤지만, 우랄 산맥 서쪽 유럽지역에는 한국에 전혀 무관심해서 한국어과를 설립하고 유지하는데 매우 힘이 들었다. 그러던 것이 그 이후 서서히 K-POP과 한국드라마와 영화를 통해 청소년층으로부터 관심이 커져 현재는 위의 여학생 같은 답변을 흔히 들을 수 있는 상태까지 왔다.
역사적으로 러시아연방과 대한민국은 17세기 이후부터 한국과 관련이 있어 왔으며, 특히 19세기 말부터는 양국이 지정학적으로 연결되어 있어서, 정치적 군사적으로 긴밀한 협력 관계가 있었고, 이후에도 계속 정치, 경제적 상황에서 긴밀한 관계를 갖지 않을 수 없다. 그리고 현재의 상황도 20세기 초와 비슷한 정치적 군사적 관계에 있다. 다른 것이 있다면 경제적, 자원적, 인적 교류 등의 협력관계가 증진되어 있다는 점이다. 한편 1945년부터-1988년 까지는 대한민국과 러시아는 이데올로기 문제로 단절의 시기였다. 이에 따라 양국 간의 관련 사항이 전혀 없을 수밖에 없었지만, 작금에는 국가의 이익과 발전을 위해서 지속적으로 경제적인 면에서 상호 협력을 증진할 수밖에 없을 상태에 도달한 것이다.
그러나 러시아인들과 한국인들은 문화, 사고방식 등 여러 면에서 차이가 많다. 그리고 러시아에 거주하는 고려인들도 한국인들과 생김새는 같지만 생각하는 방식에서는 차이가 있다. 한 예로 모스크바에는 모스크바 역이 없고, 서울에는 서울역이 있다. 즉 역 이름을 정할 때 출발지냐? 도착지냐? 하는 원천적 생각의 차이가 있다. 이와 같은 생각의 차이를 좁혀가고 양국을 서로 이해하는 것이 기본적으로 필요할 것이다.
이에 따라 러시아에서의 한국학 진흥을 위한 목적을 이루기 위해서는 위와 같은 상황을 간과해서는 안 될 것이다. 한국에서의 한국학의 역사는 조선에 관한 상황이 1858년 곤차로프(Гончаров И.А.)의 기행문으로 한국인의 생활과 문화가 제정 러시아인들에게 처음으로 알려졌다. 1874년 푸칠로(Пучилло М.П.)는 노한사전을 편찬하였다. 그 이후 상트페테르부르크대학에서 1897년 조선어 강좌가 시작되었다. 제정러시아의 조선에 대한 영향력 확대로 양국간 교류협력증진을 위해 1899년에는 블라디보스토크대학 동방학연구소에서 조선어 강좌가 개설된 것이 한국학의 시초라고 여길 수 있다. 러시아 입장에서는 러시아과학아카테미 산하의 극동연구소와 동방학연구소를 통해 한국학을 지속적으로 연구해 왔으나, 질적 내용적으로 깊이 있는 연구라고 할 수 없었고, 소수의 인원이 참가했고, 정치적 성향의 연구였다. 그러나 1990년 양국의 수교로 러시아에서의 한국학 진흥이 한국이 중심이 되어 견인하게 됨으로써 점차 새로운 태동의 시기가 된 것이었다. 소수의 역사 및 정차학자들에 의해 연명되어 오던 연구들이 점차 언어, 경제, 사회, 문학, 문화 등 다양한 방면으로 확대되어 오고 있는 실정이다. 여기에서 주목할 것은 한국국제교류재단과 한국학중앙연구원의 한국학 진흥의지와 투자에 기인한 것이었다.
카잔연방대학교는 러시아 권의 다른 대학들보다 늦은 2007년부터 한국국제교류재단과 협약을 맺고 한국학센터를 설립과 동시에 객원교수 파견사업을 시작했다. 카잔연방대학교는 러시아에서 두 번째로 오래된 대학교로서, 러시아연방내 따따르스탄공화국 (인구 390만명)의 수도 카잔 (117만명)에 소재하고 있다. 1804년 러시아 황제의 명령으로 카잔제국대학교라는 이름으로 설립되었고, 1917년 2월 혁명 이후 제정이 무너지고 소비에트 연방이 들어선 후 블라디미르 레닌의 이름을 따서 울리아노프 레닌카잔국립대학교로 변경되었으며, 2012년 4월 2일 카잔국립대학교, 타타르인문사범대학교, 카잔국립경제대학교, 옐라부가국립사범대학과 통합하면서 카잔연방대학교로 개명되었다. 러시아의 유기화학 발상지이고, 톨스토이와 레닌이 수학한 대학으로, 학생수 46,000명, 교수 3,000명, 53개국 142개 대학과 국제교류를 하고 있고, 41개의 국제적 연구 프로젝트를 진행하고 있으며, 유망 전공은 법학, 물리학, 화학, 의학, 생물학, 로봇공학, 어학, 국제관계학 등이다. 2007년부터 동양학대학에 한국어문전공이 신설된 후, 2016년 현재 <국제관계, 역사와 동양학대학> 내에 한국어문전공, 한국경제전공이 개설되어 있고, 언어학과의 한국어 전공 국제관계학과의 한국전공의 163명의 학생이 학업에 매진하고 있다. 그리고 주러시아연방한국대사관, 한국의 국민대학교, 부산대학교, 전남대학교, 김천대학교, 상명대학교, 신한대학교 그리고 현대자동차, 삼성전자, LG전자, 한국관광공사, KEB하나은행, SK lubricants 등과 협력하고 있다.
카잔연방대학교에서 한국학 연구를 시작하고 세미나를 하게 된 기초는, 한국 교육부가 한국학중앙연구원을 통해 카잔연방대학교에 지원한 한국학진흥사업 중 하나인 「해외한국학 씨앗형 사업」이다. 이에 대한 한국학중앙연구원의 대표단과 주러시아연방대한민국대사의 사업 독려 차 대학방문이 있었고, 이에 따라 카잔연방대학교에서는 2016년 9월 1일에는 한국학 및 한국어 진흥을 위한 한국학연구소로 확장 개원하게 되었다. 카잔연방대학교를 중심으로 한 따따르스탄공화국을 포함하여 러시아 중남부 지역의 한국학 진흥을 위해 프로젝트 지원을 한 것이다.
이 연구는 2016년 6월 1일부터 2018년 5월31일까지 3년간 진행되며, 연구의 내용은 한국역사, 문화, 문학, 경제, 사회, 국제관계이다. 연구에는 차세대 한국학자들을 양성하기 위한 재학생들에 대한 장학금 지급, 연구진 10명의 학술활동을 위한 연구비 지원, 세미나와 컴퍼런스 비용 지원, 논문집 출판비 등이 포함되어 있다. 이에 따라 2016년 10월 3일에는 제1회 국제한국학 세미나를 개최하여 따따르스탄공화국과 인근 지역의 한국학 발전의 씨앗을 뿌리는 연구계획의 제안서와 논문 발표 그리고 이에 따른 결과로 논문집을 발간하였고, 6명의 학생에게 장학금을 전달하였다. 장학금 수여에 대해서 타 학과의 부러움과 한국의 위상과 이미지를 고양 시키는 결과를 얻었다. 그리고 10월 29일에는 한국-러시아의 초중고등학교 교과서에 대한 교사세미나를 개최하여 한국에 대한 이해 자료, 한국에 대한 욕구의 논문을 통해 향후 한국학이 발전할 수 있는 학문적 토양을 개척했다. 이 세미나를 통해 따따르스탄(카잔을 중심으로)에 한국학 연구자를 확대하는 효과가 있었다. 아울러 따따르스탄 지역에 거주하는 초중고등학교 교사(사회, 역사, 지리교사), 교육행정가, 교육출판사, 대학교수 등에게 한국이해 관련 한국의 역사, 문학과 문화, 이해자료를 제공하여 한국에 대한 이해를 증진시켰으며, 수업현장에서 한국에 관한 수업자료로 활용토록 했다. 그리고 따따르스탄공화국의 교육과학부와 관련 대학교 그리고 카잔지역 중고등학교와의 교육분야에서의 상호이해 증진을 위한 Network을 구축했다. 한편 한국의 역사, 경제, 사회 전문 학자들을 1주일씩 초청하여 학생들에게 특강을 실시하여 현지 교수들에 의해 문헌을 통한 간접적 강의를 듣던 내용을 현실감 있는 실천적 교육을 받게 하고 있다. 아울러 9월에는 차세대 한국학자 육성을 목표로 카잔 시내 중·고·대학·대학원들을 대상으로 한 한국학 동아리를 설립하여, 60명의 회원을 확보하여 한국어, 한국문화, 한국역사의 강의 및 K-POP 수업, 모꼬지행사, 한국어경시대회 등의 행사를 실시하고 있다.
끝으로 세계 한국학진흥을 위해 노력하고 계시는 대한민국 교육부와 한국학중앙연구원에 감사를 드린다. 특히 카잔연방대학교에 지원을 하지 않았으면 이러한 연구들과 활동이 불가했을 것이라고 생각한다. 이러한 한국학 진흥사업에 대한 씨앗이 싹이 터서 결실을 맺는 그날까지 지속적 관심과 지원이 있기를 부탁드린다.
Promotion of Korean Studies at Kazan Federal University in Russia

I asked students why they joined the Korean studies club at a club meeting a few days ago. Ewelina, a girl student in the second year of a middle school, told me that she joined the club because she liked Korean culture, adding that she would major in the Korean language at a university, would get a job related to Korea and conduct jobs regarding Korea throughout her career. I started to get involved in Korean language education in 1994 after I came to Moscow. The Ural Mountains are at the center of Russia geographically and divide the East and the West. Before 2005, the Korean language and Korean culture was present in the eastern side of the Ural Mountains, but people in the European areas to the west of the mountains were totally uninterested in Korea and it was very difficult to establish and maintain the Korean language department. As time has passed, Russian teenagers have become increasingly interested in K-pop and Korean dramas and films and now it is not surprising to hear answers like one mentioned above by the girl student. Such an attitude and interest is quite common these days.
Russia has had involvement with Korea historically since the 17th century. From the end of the 19th century, in particular, the two nations have been geopolitically connected, so they have been in a close cooperative relationship politically and militarily. The two countries inevitably developed close relations politically and economically and currently have the same kind of political and military relationship that they had in the early 20th century. This cooperative relationship between Seoul and Moscow increased in terms of economy, resources and human exchanges. However, South Korea and Russia cut off relations due to ideological reasons from 1945 to 1988. In consequence, there were no relations between the two nations, but in the reality, both nations had reasons to continuously improve mutual economic cooperation for the sake of national interest and development.
There still are many differences between Russians and Koreans in various aspects, such as culture and ways of thinking. Goryeoin living in Russia and Korean people look very much alike, but their ways of thinking are different. Moscow has no stations with the name of Moscow but Seoul has Seoul Station. There is a fundamental difference in ways of thinking between the two but the two nations should seek to narrow such differences in thinking and understand each other.
This context should be appreciated in order to achieve the goal which is to promote Korean studies in Russia. Korean people's life and culture were first known to the people of Czarist Russia in 1858 through travel notes written by Ivan AleksandrovichGoncharov (Гончаров И.А.) and it is the beginning of the history of Korean studies in Russia. Putsillo (Пучилло М.П.) compiled a Russian-Korean dictionary in 1874. After this, Saint Petersburg State University began lectures on the Korean language. With the expansion of Czarist Russia's influence on Joseon, Vladivostok University Institute of Oriental Studies established lecture on the Korean language in 1899 to improve exchanges and cooperation between the two nations, which can be considered as the beginning of Korea studies. On the part of Russia, the Institute for Far Eastern Studies under the Russian Academy of Science and the Institute of Oriental Studies had continuously conducted research into Korean studies but they couldn't the research was not substantial in terms of quality or content. Just a small number of persons took part in research that was focused on politics. After the two countries established diplomatic relations in 1990, Korea has led efforts to promote Korean studies in Russia. Studies that had been maintained by a small number of historians and political scientists have been expanded into diverse fields, such as language, economy, society, literature and culture. An important thing here is that such an achievement could be made due to the investment of the Korea Foundation and the Academy of Korean Studies and their will to promote Korean studies.
Kazan Federal University signed an agreement with the Korea Foundation in 2007 - later than other universities in Russia - and began to send guest professors shortly after establishing a Korean studies center. Kazan Federal University, the second oldest university in Russia, is located in Kazan (population 1.17 million), the capital city of Tatarstan (population 3.9 million), a republic of the Russian Federation. The school was founded as Kazan Imperial University by order of the Russian emperor in 1804. When the Czarist regime in Russia was overthrown and the Soviet Union was built after the revolution in February of 1917, the school name was changed to Ulianov Lenin Kazan National University after Vladimir Lenin. As the university was integrated with Kazan National University, Tartar State University of Humanities and Education, Kazan National Economics University and YelabugaNational University of Education, the school name was changed to Kazan Federal University. As the birthplace of organic chemistry in Russia and a school where Tolstoy and Lenin studied, Kazan Federal University with 46,000 students and 3,000 professors has made international exchanges with 142 schools of 53 nations and is conducting 41 international research projects. Promising major courses include law, physics, chemistry, medicine, biology, robotics, linguistics and international relations. After the course of Korean language and literature was established at the Institute of Oriental Studies in 2007, the courses in Korean language & literature and Korean economy were opened at the Institute of International Relations, History & Oriental Studies and 163 students majoring in the Korean language at the department of language and majoring in Korea at the department of international relations are engaged in studies. The school is cooperating with the Korean Embassy in Russia, Korean universities, like Kookmin University, Busan National University, Chonnam National University, Gimcheon University, Sangmyung University and Shinhan University, and Hyundai Motor, Samsung Electronics, LG Electronics, Korea Tourism Organization, KEB Hana Bank and SK Lubricants.
Kazan Federal University began to conduct research into Korean studies and hold seminars as a result of the 「Overseas Korean studies seed-type project」, one of the projects related to Korean studies promotion by which the Korean Ministry of Education has supported the school through the Academy of Korean Studies (AKS). A delegation of AKS and the Korean ambassador in Russia visited the university to encourage the project and as a result, Kazan Federal University opened a Korean studies research center to promote Korean studies and Korean language on Sept. 1, 2016. They supported the project to promote Korean studies in middle southern regions of Russia, including Tatarstan centered on Kazan Federal University. This study will be conducted for three years from June 1 this year to May 31, 2018 mainly focusing on Korean history, culture, literature, economy, society and international relations. The study includes payment of scholarships to students to foster next-generation Korean scholars, assistance with research for the academic activities of 10 researchers, and support for seminar and conference expenses and paper publication expenses. Accordingly, the first international Korean studies seminar was held on Oct. 3, 2016 and proposals for research plans for sowing the seeds of Korean studies development in areas adjacent to Tatarstan and essays were presented. Afterwards, a paper was published and scholarships were granted to six students.
Scholarship grants became the envy of other departments and elevated the status and image of Korea. A teachers' seminar was organized about textbooks at elementary and middle schools in Korea and Russia on Oct. 29 in order to develop the academic basis where Korean studies can develop through research papers about Korea. Through the seminar, more and more people began to research Korean studies in Tatarstan.
In addition, data on Korean history, literature and culture was provided to elementary and middle school teachers (social science, history, geography), academic administrators, education-related publishing companies and college professors in Tatarstan areas to improve their understanding of Korea and to be used at schools for teaching students about Korea. A network was established to improve mutual understanding in education with the Ministry of Education & Science of Tatarstan, related universities and middle and high schools in Kazan. In the meantime, special week long lectures are given for students after inviting scholars specializing in Korean history, economy and society, respectively, helping them receive useful and practical education regarding contents which they learned indirectly from local professors through books. A Korean studies circle was created in September for students of middle and high schools, colleges and graduate schools in downtown Kazan with the aim to foster next-generation Korean studies scholars. Up to 60 members have been secured and lectures on the Korean language, culture and history have been conducted. There also have been K-pop classes and events, such as Mokkoji and Korean language contents.
Lastly, I sincerely appreciate the efforts of the Korean Education Ministry and the Academy of Korean Studies to promote Korean studies in the world. If assistance hadn't been given to Kazan Federal University, those researches and activities couldn't have been conducted. I sincerely ask those related persons to continuously show interest and provide assistance until the seeds of the project for Korean studies promotion germinate and bear fruits.
